Age Verification Policy

Smok Dubai sells to adults aged 18 and over only. We do not sell nicotine or tobacco products to anyone under 18, in any circumstance, for any reason. Our drivers may ask for ID at the door, and they will refuse the order if age cannot be proven

Why We Verify Age

Nicotine is addictive, and selling it to minors is both illegal under UAE Federal Law No. 15 of 2009 on Tobacco Control and simply wrong. So we check — every time. It slows some deliveries down. We accept that trade-off.

At Checkout

You must confirm that you are 18 or over before you can place an order. That confirmation is a legal statement, not a formality. If you make it falsely, we will cancel the order. We may also ask for further proof of age before we ship — if we do, we will contact you directly.

On Delivery

Our driver may ask the person receiving the order for photo ID showing their date of birth. We accept Emirates ID, passport, or a UAE driving licence. The name on the ID does not need to match the name on the order. The person standing at the door does need to be 18 or over.

If Age Cannot Be Verified

The driver will not hand over the order. There is no discussion at the door about this, and our drivers do not have the authority to make an exception. The order comes back to us, and we refund the item price. The delivery fee is not refunded, because we attempted the delivery. Our returns policy explains the rest.

Buying for a Minor

Do not order from us on behalf of anyone under 18. If we find that an account or address is being used to supply minors, we will refuse to serve it again, and we will keep a record of that decision.

Reporting a Concern

If you believe someone is using our site to buy for a minor, tell us — email support@smokdubai.com with whatever detail you have. We investigate every report.

Health Warning Disclosure

Nicotine is addictive. Every product we sell contains it. These products are intended for adults aged 18 and over who already use nicotine — they are not sold as a medical product or as a way to stop smoking.

Nicotine Is Addictive

Nicotine creates dependence. That's not a side effect or small print — it's how the substance works. Once dependence forms, stopping is difficult, and many people who use nicotine want to stop and find they can't do so easily. If you don't currently use nicotine, don't start.

Smoking Is Harmful

Combustible cigarettes are harmful to health. This is well established, and we're not going to argue with it or hide from it on our own website. We sell cigarettes because adults in the UAE legally buy them — that doesn't make them safe, and nothing on this site should be read as suggesting otherwise.

Heated Tobacco and Vaping Are Not Risk-Free

Some people believe heated tobacco products and vapes carry no risk. That's not correct. These products still deliver nicotine, and nicotine is still addictive. The long-term health effects of these newer product categories are still being studied. We will not tell you they're safe, because we don't know that — and neither does anyone else yet.

Who Should Not Use These Products

Do not use nicotine products if any of the following applies to you: You are under 18 You do not already use nicotine You are pregnant or breastfeeding You have a heart condition, high blood pressure, or a circulatory condition You've been advised by a doctor to avoid nicotine You are allergic to nicotine or to any ingredient in the product This list is not complete. If you're unsure, ask a doctor rather than guessing.

Product Safety

Keep all nicotine products away from children and pets. E-liquid is dangerous if swallowed. Store devices and batteries as the manufacturer instructs, use only the charger supplied with a device, and never modify a device or use damaged batteries. If you feel unwell after using any product, stop using it and seek medical help.

Age Verification Policy

Direct answer: Buying cigarettes, vapes, and heated tobacco products (like IQOS) online in the UAE is legal for adults aged 18 and over, provided the seller holds a valid trade licence and the products are certified under the UAE’s mandatory product standard. Smok Dubai verifies age on every delivery and sources only ECAS/MoIAT-conformity-marked products.

 The Legal Age

The legal age to buy tobacco and nicotine products in the UAE is 18, under Federal Law No. 15 of 2009 on Tobacco Control. This applies to cigarettes, shisha tobacco, vapes, and heated tobacco products alike. Smok Dubai sells to adults aged 18 and over and verifies age on delivery — our Age Verification Policy explains how.

 Are Vapes Legal in the UAE?

Yes. The UAE lifted its earlier ban on e-cigarettes in April 2019. Since then, vapes and e-liquids have been regulated under mandatory standard UAE.S 5030 for Electronic Nicotine Products, administered first by ESMA and now by the Ministry of Industry and Advanced Technology (MoIAT). Every legally sold device and e-liquid must carry an ECAS (Emirates Conformity Assessment Scheme) mark, meet packaging and health-warning requirements, and comply with technical limits — including a maximum 10ml tank size and 50ml refill-pack size. Products without this certification cannot legally be placed on the UAE market.

 Is IQOS and Heated Tobacco Legal?

Yes. Heated tobacco devices (such as IQOS) and their tobacco sticks (such as Heets and Terea) are legal for adult sale in the UAE. For customs and excise purposes they’re treated separately from vapes — electrically heated cigarette devices sit under their own HS code category — but for excise tax they are taxed at the same 100% rate that applies to cigarettes and other tobacco products, not the vape-liquid rate.

 Can Tobacco Be Sold Online?

Yes — online retail of tobacco and vape products to adults is permitted in the UAE, provided the retailer holds the necessary trade licence, the products are MoIAT-registered and ECAS-certified, and the retailer verifies the buyer’s age at the point of sale or delivery. This is exactly the model Smok Dubai operates on.

 Excise Tax

The UAE applies a 100% excise (“sin”) tax to tobacco products and to electronic smoking devices and e-liquids, under Federal Decree-Law No. 7 of 2017. In practice this means:

  • Cigarettes: minimum excise price of AED 0.40 per stick
  • Shisha / water pipe tobacco: minimum excise price of AED 0.10 per gram
  • Heated tobacco products (IQOS sticks etc.): 100% excise, same category as other tobacco products
  • Vape liquids: 100% excise tax; from 1 September 2026, a new minimum excise price of AED 1 per millilitre applies to all e-liquids, regardless of retail price — this is a change to the minimum taxable base, not to the 100% rate itself

 What Buyers Should Know

  • You must be 18 or over to order, and to receive the delivery.
  • Products must carry the ECAS/MoIAT conformity mark to be legally sold in the UAE — we only stock certified products.
  • Advertising of tobacco and vape products is heavily restricted in the UAE, which is why you won’t see us running paid ads — our visibility comes from organic search and direct customers.
  • Regulations can differ slightly by emirate and are updated periodically — the information on this page reflects the position at the time it was last updated, not necessarily the position at the time you’re reading it.
